This is a support class for the IPlotView class which descrbes how the elements in the view should be colored.
getPlotColors ( self )
returns: None for monocolor plots (all elements will be drawn in the same color) or List of HSV tuples with length = numRows ie [(.1,1,1), (.2, 1,1), ...]
